If the result of the activation is <> 31, then you need to send it to an admin. This admin will correct the problem and submit the CR for activation again. I'm not sure what you mean by "client do not want 'approve' or 'activate' buttons in the UI" as that does not make sense. The CR failed and the admin corrected it. She/he will need to submit again. If they just don't like the words: approve or activate, you can create a new step type with different text like submit for reprocessing or something like that.
