Yes, I presume you have one edition valid for all your entities. You can create an edition specifically for immediate replication where you indicate in the edition that it should replicate when the Change request is finally approved. To futher restrict this to only specific change requests you can create a role that allows only that specific edition and specific change request type. Look at your requestor role to restrict access this way.
